Consultations with Immigration Bureau at FRESC (Tokyo)

 

  • Have you been fired from your job because of Covid-19 and are worried about your visa being cancelled?

These are the kinds of questions you can consult immigration staff at FRESC about for free, confidentially and with interpreting in various languages.

Temporary Loan Emergency Funds & Housing Security Benefit

 

 

To households that are struggling to cover their living expenses due to temporary stoppage of work or unemployment caused by the ongoing COVID-19 pandemic,

Temporary Loan Emergency Funds

The Social Welfare Council is providing a welfare fund loan system to lend necessary funds for living and other expenses to low-income households and households that have felt the economic impact of COVID-19. There are two types below.

 

Emergency Small Amount Fund  緊急小口資金

 

**Mainly for people who are facing a temporary reduction of work hours and require once-off support**

 

Applicable Households

  • Those facing a decrease in income due to temporary stoppage of work, etc. as a result of COVID-19, and who require an urgent and once-off payment loan to maintain their livelihood.

 

Loan Limit

    • 200,000 yen = for households where income has decreased due to working less to take care of children while schools are closed, or households running small businesses that are feeling the economic effects of the downturn.
    • 100,000 yen = for other households

 

Conditions

      • Repayment of the loan begins within one year of receiving it
      • Repayment of the entire loan must be finalized within 2 years
      • Interest free & no guarantor needed

 

General Support  総合支援資金

 

**Mainly for people who have lost their jobs, etc and require ongoing support**

 

Applicable Households

  • Those facing a decrease in income or unemployment due to COVID-19 that is causing economic hardship that directly affects ability to maintain daily life.

 

Loan Limit

    • Up to 200,000 yen/month = for households of 2 or more
    • Up to 150,000 yen/month = for single persons
    • Up to 3 months of continuous support

 

Conditions

  • Repayment of the loan begins within 1 year of receiving it
  • Repayment of the entire loan must be finalized within 10 years
  • Interest free & no guarantor needed
  • Under these special measures, households that are exempt from municipal tax and whose income continues to be reduced may be not required to repay

Housing Security Benefit

住居確保給付金(じゅうきょかくほきゅうふきん)

 

As a measure for supporting those who are finding it difficult to pay the rent for their current housing due to income decrease resulting from business shutdown, etc., a portion of your rent will be paid  directly to the landlord by your local municipality, for 3 months (and up to 9 months in eligible cases).

 

Eligibility: You may lose your current housing due to income decrease as a result of having left a job or closed your business in the last 2 years, or because your place of employment closed down or has cut hours affecting your income.

Special Cash Payment of 100,000 yen

 

Takasaki sent out application forms for this payment to the head of household of eligible families at the end of May.

 

What? A once-off payment of 100,000 yen per eligible person, paid into the bank account of the head of household.

 

Who? People who were registered as residents of Takasaki City on 27th April 2020.

 

When? Apply from now until 25th August 2020.

 

How? Send back the application form in the return envelope, along with the required supporting documents (ID & bank book copy).

Coupons for Families Raising Children

 

As a measure to help families with children handle the financial burden caused by the COVID-19 situation, Takasaki will send out a booklet of coupons (1,000 yen x 50) for a total value of 50,000 yen to each household which has children up to 15 years of age. The coupons can be used at participating stores in Takasaki for goods or services.

 

Eligible Families: Are those who fulfill both of the criteria below

  1. Received the jido teate (child allowance) for a child between April and June 2020 (or for March if the child is a high school student from April)
  2. Have a child who was a registered resident of Takasaki on 31st May 2020

 

How to Receive: Eligible families will be sent the coupons by registered post at the end of July

 

Amount: 50,000 yen worth (1,000 yen x 50) per family, regardless of the number of children

 

Valid: Saturday 1st August 2020—Saturday 31st July 2021

 

Extension for Payment of City Bills

 

If you are having difficulties paying your city tax and other city bills due to COVID-19, there is a system in place offering various solutions. Please enquire at each division to take advantage.

Application Period Extended for Visa Renewal

 

Immigration is taking steps to reduce congestion at counters by extending the period for the lodgment of renewal/change applications. If your status of residence (visa) is up for renewal or change in June or July, the deadline will be extended by 3 months from the date of expiry as marked on your Zairyu Card. This excludes holders of “Designated Activities: Departure Preparation Period” statuses of residence. You will not be able to leave Japan and reenter by special reentry permit once the date of expiry on your Zairyu Card has passed.

Limit on Number of People in Building

You may be required to wait outside because of these limits on the number of people inside.

Job Matching Service for Foreigners

The immigration office is also offering a job matching service for foreigners with statuses of residence including Specified Skilled Worker, Engineer, Specialist in Humanities, International Services, etc., whose employment has been terminated due to COVID-19.

Avoiding Heatstroke Under the New Normal

 

Preventing Covid-19 by wearing a mask while also trying to avoid heatstroke is difficult. Here are some tips from the Ministry of Health, Welfare & Labour.

 

  1. Avoid heat when and where you can (use air conditioners, fans, dress in cool clothing, etc.)
  2. Unmask from time to time when it is safe to do so by maintaining 2 meters between you and people around you.
  3. Keep hydrated by drinking water throughout the day, even when not thirsty.
  4. Monitor your daily health and stay home when you don’t feel well.
  5. Exercise to keep in shape while adjusting to the summer heat.

 

Elderly people, children, and those with special needs are more vulnerable to heatstroke. Look out for the people around you as well as yourself!

 

Safety App for Visitors & Residents in Japan

 

“Safety Tips” is a push-enabled information alert app which informs in real time about earthquakes, tsunamis and other weather warnings in Japan. The app is available in 14 languages including English, Japanese, Korean and Chinese. The app provides various functions useful for both foreign tourists and residents in Japan, such as an evacuation flowchart showing actions to be taken in the event of different emergency situations, communication cards for obtaining information from the people around you if you don’t speak Japanese, and website links that contain helpful information in the event of a disaster.

Novel Coronavirus COVID-19

 

What is the Coronavirus?

 

COVID-19 was discovered in China in December 2019, and is an infectious virus that affects the respiratory system. It causes coughing, fevers and pneumonia. It is transmitted through coughing/sneezing and direct contact with contaminated surfaces.

 

Common Symptoms

 

  • Cold symptoms and/or a fever above 37.5℃ which lasts for 4 days or more (2 days or more for the elderly or those with preexisting health conditions)
  • Heavy physical fatigue or trouble breathing

 

If you have these symptoms…

 

If you suspect you have coronavirus, especially if you have recently returned from overseas or been in contact with someone who has, please call one of the consultation centers below for information about medical facilities that can treat you. Do not go directly to a clinic or hospital without calling first! Once told to do so, wear a mask and make your way to the medical facility using private transport.

 

Preventing the Spread of COVID-19

 

  • Don’t go to work or school if you have a cold or fever
  • Wear a mask, especially if you have a cough or sneezing, and maintain good hygiene when disposing of it
  • Cough or sneeze into a tissue or the crook of your arm, and throw it away immediately
  • Wash hands thoroughly and regularly, especially before and after eating, using the bathroom and coming in from outside
  • Use an alcohol-based disinfectant to wipe down surfaces like benches, door knobs, etc.
  • Avoid visiting crowded areas and maintain a distance of 1.5m from people around you as much as possible
  • Keep rooms well ventilated and maintain a healthy lifestyle
